The Collapse of the 28-Point Ceasefire Plan for Ukraine: How Diplomatic Efforts Continue to Stumble

Europe felt a moment of respite on Monday, as the diplomatic emergency triggered by the announcement of a new comprehensive peace framework for ending the war appeared – temporarily – to have been contained. A senior US official spoke of "significant advancement" after bilateral negotiations in Geneva. On Monday night, Moscow made its retaliation: an extensive attack of missile and drone strikes on Kyiv.

The Pattern of Negotiation and Warfare

The succession of opposing developments captured the harsh reality of the current period. By day, negotiation efforts are fought: optimistic declarations are released from different nations. Considerable effort is devoted on managing particular approaches. By night, Russian leadership brutally reminds the world that, for them, war remains the main instrument for achieving "settlement".

Nocturnal Warfare

As military strikes developed into the early hours of Tuesday, the current condition of Ukraine's defenselessness was revealed. Ukraine is able to track rocket firings from Russian territory, a capability afforded by timely intelligence. From vantage locations, military aircraft that had been dispatched to counter approaching guided weapons streaked across the sky – sophisticated military planes provided to Ukraine by European allies.

Shortly after, Kyiv's missile defense thundered: several firings fired to intercept a hostile projectile. This was a sophisticated defense system at work, most likely supplied through allied countries. Every deployment creates sudden vibrations, causing tremors. The moment of terror quickly becomes grim resignation: possibly the hostile projectile won't strike its target this time, sparing the city from devastation and additional electricity failures.

Continuous Dangers

Soon after, a automatic firearm engaged a drone in the vicinity, part of a mobile-fire group – most likely imported technology. Regrettably, the projectiles didn't strike the hostile drone – it maintained course toward its target.

Periodically, this persisted until dawn. Kyiv awoke to the daybreak reports: multiple fatalities, destruction and utility failures in many homes as a result of the evening attack. As customarily, everyone still maintained normal activities – enduring hostilities. But those full day encapsulated Ukraine's essential dependence on international aid – a reliance that regional partners are demonstrably unable to substitute in the near term.

Failed Diplomacy

The comprehensive proposal from American leadership sparked intense emotion, controversy and serious worry – and briefly redirected concern from Ukraine's largest corruption scandal in years. Yet, we have experienced comparable situations, after previous diplomatic encounters and international summits.

Every new initiative from US leadership unfolds according to the same pattern: a political offensive against Ukraine, which Kyiv, with allied governments, manages to fend off. They manage the tension but never actually achieve victory. This trend will, undoubtedly, continue.

Tactical Assessments

It is tempting to accuse particular leaders of repeatedly advocating Kremlin's demands. But that does not seem to be the entire situation. US administration operates on a assumption familiar among international relations experts: you cannot achieve through diplomacy what you have lost on the battlefield. The White House assumes that it is impossible to force Russia to relinquish the areas that it currently occupies in Ukraine's southern or eastern regions.

The challenge is that while accepting these circumstances, Washington does little to discourage Russia, through statements or actions, from thinking that the situation will not shift further in its advantage in the months ahead.

Conflicting Perspectives

Therefore, the Kremlin is certain that time is on his side – that Ukraine and its allies are approaching exhaustion. Their reason to accept conditions that does not give them the maximum possible gain is close to zero. There may be many attempts to achieve ceasefire, but they will continue as long as Russia's leadership remains completely certain in the result.

On the contrary, Kyiv believes that Ukraine can still endure, slowly losing people and territory but averting a complete military breakdown until situations evolve in its favour.

Existing Situation

Objectively, there are no actual prerequisites for a truce. Now, individual motivations are entering the equation: leadership ambitions to mediate resolution and secure international recognition, and Kyiv's dual difficulties – on one hand, not to distance important partners, and on the other, to mobilize citizens around the country's interests against any plan Kyiv finds unworkable, so that their attention does not switch to internal issues. And although their task will now be significantly challenging after recent developments, it remains highly unlikely that this will change their overall approach.

These opposing factors are driving the talks.

Assessment and Future

It took a just a single week to terminate the 28 points of the current initiative. Forceful and unpredictable management of the matter by American leadership, resistance by Ukraine and the remaining European nations, along with pacifying measures of negotiators, and finally, recent disclosures, all achieved their purpose.

While new proposals based on old ideas are forthcoming, Kyiv, London and other Western governments should draw one fundamental conclusion: Ukraine and Europe will only be able to counter political attacks from Washington that are rooted in Kremlin requirements and demonstrate certain reluctance to alter the situation, if they stand together and enhance their military capacity at a much faster pace. If they do, no combination of diplomatic or military actions will be able to break them. In the meantime, Ukraine's capability to defend against evening bombardments will, for the coming months, primarily depend on sustained allied backing.
